Startup time for the interpreter is down to about 2-3 seconds, and that's as fast as it ever was in previous versions like 2.3.

$ SET DEFAULT PYTHON_ROOT:[VMS]
$ INSTALL REPLACE PYTHONSHR /OPEN /HEADER /SHARE
