Python on Itanium require OpenVMS 8.3. HP strongly recommend to use 8.3 instead of 8.2. Any reason to not upgrade?

I had our VMS people install Python and its dependencies on 8.2-1 on Itanium. We have a problem. Here are the steps we use and the result:
